齐河基地，统筹做好新动能的培育和旧动能的更新，以电炉短流程绿色环保智能示范项目为核心，立足现有业态，依托钢铁母材和工业基础优势，6 平方公里的增量配电园区，以及土地、能耗、铁路专用线、工业蒸汽等资源要素保障，延伸钢铁产业链，打造钢铁新材料产业集群。立足济南新旧动能转换起步区的协同区，借助与高端装备制造产业园接壤区位优势和工业基础条件、园区配套要素资源，加快高端装备制造项目落地（与山东省科学院联合共建“新质产业创新基地、装备生产制造基地、人才实训基地”），加快建设德瑞智能制造产业园，打造省会经济圈的产城融合示范园区（聚焦新能源、新材料、新智造等产业领域，形成“产业 +配套、平台 + 生态、创新 + 赋能、团队 + 蓄能”产业生态）。
